MSEM 6300: Disaster Response and Recovery | Week 7 essay assignment

Several homes are severely damaged, there is no power, and major roads are blocked by debris. A team of representatives is gathered in the gymnasium of the local school. The representatives include the mayor, city manager, emergency manager, police and fire chiefs, and public works director, among others. These individuals work together to quickly and efficiently request assistance and resources.

MSEM 6300: Principles of Emergency Management essay assignment

The above is a rough description of an Emergency Operations Center (EOC). Can a makeshift room be set up to respond to a particular incident and deliver on response and recovery needs? How is an EOC structured, staffed, and installed to assist a community that has experienced an emergency event?

This week, you examine the principles of emergency management and continue the examination of multiagency coordination. You explore the configurations of the EOC and consider how emergency managers make decisions within and outside an EOC for managing an emergency event.

Learning Objectives

Students will:

  • Evaluate principles of emergency management to response and recovery operations
  • Analyze parameters and physical configuration of the Emergency Operations Center
  • Analyze the relationship between the EOC and ICS structures
  • Analyze multiagency coordination

The 10 principles of emergency management (described on pages 263–266 of the Canton course text) set the groundwork for a coordinated, multilevel, and collaborative environment for response and recovery. In essence, the principles provide guidance for coordinating response and recovery efforts. Although response and recovery needs differ between various emergency events, the principles serve as a standard framework from which emergency managers coordinate response activities. Emergency managers are adept at ensuring all 10 principles are enforced during response and recovery efforts; however, some argue that certain principles are more essential than others for coordinating an effective response.

For this Discussion, review the media and Learning Resources for this week. Review the 10 principles of emergency management. Reflect on how these principles are integrated into the functions of Emergency Operation Centers and multiagency coordination systems. Then select three principles of the 10 that you think are most important for carrying out response and recovery operations and why.

By Day 4

Post a brief description of the three principles you selected. Then explain why you believe these three principles are the most important for carrying out response and recovery operations.

Be sure to use the Learning Resources and current literature to support your response.

Read a selection of your colleagues’ postings.

By Day 6

Respond to at least one colleague and propose a scenario using the three principles that your colleague discussed. Provide a different perspective on the use of these three principles for response and recovery operations.
